BOARD MEETING MINUTES

April 17, 2018

Chairman Rehr called the meeting to order at (7:00) pm.  (Pledge of Allegiance)

Certify compliance with open meetings law that the meeting notices were posted.

Roll Call: Gerd Muehllehner (P), Andy Zimmer (P), Dale Klingenmeyer (P), Greg Anstett (P), Dennis Rehr (P)

SUBJECTS FOR DISCUSSION:

Approve Agenda: Motion (Zimmer/Anstett) to approve agenda.  Motion Carried

Approve Minutes: Motion (Muehllehner/Klingenmeyer) to approve minutes from 03/13/2018 Regular Meeting.  Motions Carried

Treasurer’s Report: Reports were handed out.  Motion by (Klingenmeyer/Zimmer) to approve treasurer’s report as presented, Motion Carried. 

Public Comment:None

Patrolman’s Report:  Road Tour didn’t happen due to weather.  Weinke Road – have a driveway count with culvert so far.  Met with Ralph on Weinke Rd.  Should meet another time to discuss some issues regarding Weinke Rd.  Ditching and wedging?  Priority – patching, Freedom Road has some to address as well as Orchard Road.  Also, Ulrich Road and Museum Road as well.  Need to get some footage on those areas.  Ditching needs to be done on Schmidt & Klein & Koch.  Wash equipment, de-winterize, pot holes, fix shoulders, get equipment out and ready to go, clean bridge decks off.  Butch is working 4 tens (Monday through Thursday).  Butch will give Dennis a schedule. 

Plan Commission CSM Green:  Frank – (E Green) surveyor answered a few questions and we recommend the CSM to move forward.  Dividing property between brothers, not for development just for divisional purposes.  Motion (Zimmer/Anstett) to approve the CSM. Motion Carried.

Bridge Project:  Bid letting will happen soon.  Will update when have information.

Road Tour:No Road Tour due to weather.  Do we reschedule?  Need to be able to see the roads first.  Saturday May 5th @ 7 AM to review Butch’s list and go up a few roads to review.   

Weinke Road:  Zimmer hasn’t had time to get any further on this.  Dennis has talked to a few individuals regarding the project.  Kraemer pit will be set up and available. 

Brush Control Options in Township:  Background – lots of things the board has been accused of since bringing this up last month.  We have talked about brushing options with our patrolmen.  4 Controls is an option and it was brought up as informational only.  Rehr – we do not intend to spray 45 miles of roads.  We were considering some roads where we can’t get it done with our mower.  Basically, spot spraying of some problem areas.  4 Control does several different types of control.  Woody vegetation is what the township is looking to control.  Lee Bushweiler – could you contact owners prior to spraying.  G.Muehllehner – can we look at particular roads first before we make any decisions?  Rehr - Someone from the township would ride with 4 Control to show them where the spraying would occur.  Lee Bushweiler – yes or no, will you be asking landowners about spraying and giving them the option?  Rehr – are landowners going to uphold up their responsibility of cutting invasive brush when brush needs to be cut in the right of way?  Muehllehner - In 2014 there was a plan put in place to discuss brush/weed control.  Zimmer – personal opinion is to establish a scope, make a list, list what chemicals would be used, and send the landowner a letter regarding what would be done.  Post – if landowners do not mow the brush, send them a bill if it’s not done in a reasonable time.  Zimmer – Butch has been here long enough that he can give us a list of the areas that need to be addressed.  In off season, we spend a lot of money to bring brush cutter in from the county.  Cutter is approcimately $145 per hour.  Gerd – would town prefer brush cutting/hacking method or chemical spray?  Majority said hacking method.  Bushweiler – really like how clean our roads are and how well they are taken care of.  Rehr gives lots of thanks to Butch & Todd for the excellent work they do keeping our roads clean.  Motion (Zimmer/Muehllehner) to table spraying indefinitely.  All in Favor.  Motion Carried.

2018 Highway Maintenance Program:Nothing at this time.  Need to do the road tour first.

Building Permit Ordinance:Zimmer – Section 5.b. add “as applicable” land permit issued by Sauk County planning and zoning “as applicable”.  Motion (Zimmer/Muehllehner).  All in Favor.  Motion Carried.

Penalty Provision/Citation Ordinance:  This is the teeth to the building permit and driveway permit ordinance.  Need to be able to assess fees on certain issues within the township.  Fee structure:  Building Permit Citation would be $105 (3 x value of not getting a permit).  Motion (Anstett/Klingenmeyer) to approve citation ordinance as written.  Motion Carried.

CT Form:  Table until next month.  Motion to authorize chairman to make decision if Auditor fee of $500 is needed.  (Zimmer/Anstett).  Motion Carried.

Approve Vouchers:  Motion (Klingenmeyer/Muehllehner) to approve vouchers.  Motion Carried

Communications: BOR changes this year.  Cable/Fiber Optic article in Wisconsin Towns Association Magazine.

 

Adjourn: Motion (Muehllehner/Klingenmeyer) to adjourn.  Time: (8:21) PM
